I know this is supernerdy, but in the top right corner, over the options like FAQ, search, memberlist etc., but under the name TLW, did it always have the line "Your voice appeals to me"?

I cannot remember ever noticing it before but then again I cannot think what was there before if it wasn't this. And quite frankly it is driving me crazy!

Yeah, that has always been there, although it didn't always used to say that. Back in the early days of the board someone (Merlin?) used to periodically shuffle different quotes from WIPTF. It has been "Your voice appeals to me" for a long time now...I think he just got lazy or liked it best.
